So I came across this site put together by some students at the University of Maryland via Planetizen’s blog. Here’s their description.
David Daddio and Rob Goodspeed, two planning students at the University of Maryland, wanted to put their planning and technology skills to work to help the college town of College Park, Maryland. The result is Rethink College Park, a user-friendly website that provides community members with updated information on plans in the community, as well as a way to discuss proposals. The site features an active blog and an interactive development map that plots development projects and proposed transit routes.
I thought it was a cool way to get the kind of info that is in the Maryland Parkway project (I think, we should probably look at the content more before planning the website). It’s not a wiki but it does cover the important stuff going on (planning wise) pretty effectively due to the blogging format. They also put together a nice, color coded and linky Google map with locations of new proposed buildings, old ones and possible transit routes.

The CMS we use is wordpress. I have found Wikis have a very high barrier to entry, and you can get less involvement that with a well designed blog.
